CEO and President

Amparo D. Rinaldi is a New York and Connecticut certified Bilingual School Psychologist who has worked in education for 20 years.  A former English Language Learner herself, Amparo understands first-hand the immigrant experience, the acculturation process, and the various obstacles many CLD students need to overcome to meet academic success.  

She has worked independently since 2009. In 2013 Amparo was promoted to Head Evaluator at Citypro Group, where she was responsible for the performance of clinical teams in the Bronx and Manhattan regions.  She maintained a high-quality assurance standard for all evaluations, including Psychological, Speech and Language, Occupational Therapy, and Physical Therapy evaluations.  During this time, Amparo also supervised graduate interns on comprehensive multicultural assessments.    

Amparo has also enjoyed a long career with BOCES NWP, where she practiced as a School Psychologist in several school districts, including Rockland, Putnam, Dutchess, Sullivan, Orange, and Ulster counties and Connecticut.  With her many years of work in multiple school districts, she is an expert School Psychologist who has compiled thousands of bilingual assessments for diverse students with a plethora of presenting issues. 

Amparo continues to provide exceptional specialized school services to districts with culturally and linguistically diverse students as the President and Founder of Bilingual Special Education Services of CT (BSES/CT).  With her team of specialized clinicians, BSES/CT has a successful track record of partnering with school districts to help schools meet their goals of providing timely interventions for children with specialized learning needs. 

Amparo’s long history of leadership in clinical work confirms her passion for children’s education and the life-changing impact she has seen it make on their lives and the lives of their loved ones.  Through her bilingual fluency, clinical experience, and clinical leadership, Amparo brings a rare and unique skill set to every school district she partners with.    

She holds an M.Ed. from Queens College in School Psychology with a Bilingual Specialization.  Her professional interests are early literacy and dyslexia. Amparo studied Spanish writing at Universität de Barcelona, Spain.  Passionate about the arts, culture, and travel, she has supported students with disabilities in impoverished communities in Nicaragua, Peru, Jamaica, Honduras, and her native Dominican Republic.

Jason Rinaldi has a master’s degree in social work from the Catholic University of America and a master’s degree in pastoral counseling from Seton Hall University. He was Executive Director of St. Anthony Shelter, a men’s recovery shelter in the South Bronx before he became Director of Residential Services, Policy, and Development for Sinergia, Inc in Manhattan. Jason went on to found and direct The Center for Renewal in 2006, a homeless outreach and recovery drop-in center in Waterbury. In 2004 Jason co-founded the Donum Dei International School for children from rural farming communities in the Volta Region of Ghana, West Africa.

Daniella Mini is a writer, blogger and special education teacher. She holds a master's degree in Early Childhood Special Education from Columbia University Teachers College and a School Administrator Certificate from Sacred Heart University. She writes on her blog (publicponder.com) as well as for clients about education, special needs, autism, early childhood and parenting.

Daniella is a member of the Parent Input Group for Beaming Health, a platform for services and information for neurodiverse families. She has written for Autism Parenting Magazine and participated as an expert speaker on preschool special education in the Autism Parenting Summit.

Daniella immigrated to the United States from Venezuela in 2000. She is the parent of two adult sons; her eldest has autism and an intellectual disability (and is also wise beyond ability).

Marta Kutcher, Ed. D.

Marta Kutcher has a doctorate degree in Educational Psychology from American International College, a Professional Certificate in School Psychology and a license as a Professional Counselor. She has worked as a school psychologist for Oak Hill School, Norwich Free Academy and Hartford Public Schools and as clinician for the Village for Families and Children. Marta has had extensive experience in Applied Behavior Analysis, research, conducting comprehensive psychological evaluations, Learning Disabilities, Autism Spectrum Disorder and trained in Evidenced Based Practices, such as Dialetical Behavior Therapy (DBT), Modular Approach to Therapy for Children with Anxiety, Depression, Trauma, or Conduct Problems (MATCH-ADTC), and Trauma Focused Cognitive Behavioral Therapy (TFCBT).
